Overview

The Philippine Consulate issues visas to foreign nationals wishing to visit the Philippines. Former Filipinos and their immediate family members can avail themselves of the Balikbayan visa-free privilege and stay in the Philippines for up to one year without a visa.

General Information

A citizen of a foreign country who seeks to enter the Philippines generally must first obtain a Philippine visa, which is placed in the traveler’s passport. Certain international travelers may be eligible to travel to the Philippines without a visa if they meet the requirements for visa-free travel.

China, People's Republic ofChinese nationals traveling to the Philippines for tourism or business purposes may enter the country without a visa for a stay of up to fourteen (14) days. This visa‑free entry privilege allows a non‑extendable 14‑day stay and cannot be converted to any other Philippine visa category. Those availing themselves of this privilege must have no derogatory record with the Philippine Bureau of Immigration.
Chinese nationals transiting through the Philippines en route to a third country must obtain a Philippine transit visa prior to entry.
The privilege is valid only for entry through the Ninoy Aquino International Airport (NAIA) in Metro Manila and the Mactan–Cebu International Airport (MCIA) in Cebu. Upon arrival, travelers must present a passport valid for at least six (6) months beyond the intended stay, confirmed hotel accommodation or booking, and a return or onward ticket to their next country of destination.

IndiaMay enter the Philippines without a visa for a non-extendible and non-convertible period of 14 days for tourism or business purpose, upon presentation of the following documents at the ports of entry: a passport valid for at least six (6) months beyond the contemplated stay; a confirmed hotel accommodation / booking; proof of financial capacity (i.e., bank statement, certificate of employment, among others); and a return or onward ticket to the next country of destination.

Indian nationals transiting through the Philippines en route to a third country must obtain a Philippine transit visa prior to entry.

Holders of valid American, Japanese, Australian, Canadian, Schengen, Singapore or United Kingdom (AJACSSUK) visas or residence permits may be granted visa-free entry into the Philippines for an initial stay not exceeding 30 days for tourism or business purposes, provided they possess the following: a valid AJACSSUK visa or permanent residence permit; a national passport valid for at least six (6) months beyond the contemplated stay; return or onward ticket to the next country of destination; and no derogatory record with the Bureau of Immigration.

The 30-day visa-free entry may be availed of at any Philippine port of entry (major international airports, secondary international hubs, and seaports by passengers on board cruise ships or vessels.

This type of admission shall not be convertible to any other Philippine visa category.

For a stay longer than 30 days, Indian nationals may apply for a visa at: any Philippine foreign service posts (FSP) in India; any FSP in a country where the applicant has legal residence; or any FSP in a country that requires entry visas to Indian nationals.

Balikbayan Privilege

If you are a former Filipino who is now a naturalized citizen of a visa-free country (under Executive Order 408), you can avail yourself of the Balikbayan Visa-Free Privilege and stay in the Philippines visa-free for a period of one year from the date of arrival in the Philippines.

Your family members (spouse and children) with foreign passports can also enjoy this privilege if they enter the Philippines with you and present proof of filiation to the immigration officer.

The following documents need to be presented to the immigration officer upon arrival:

1. Former Filipino Citizens: Philippine Birth Certificate or old Philippine Passport.
2. Dual Citizens Using a Foreign Passport: Dual Citizenship Identification Certificate
3. Foreign Spouse: Marriage certificate as proof of relationship.
4. Children: Birth certificate as proof of relationship.

Note: Passports must be valid for at least six months upon arrival in the Philippines.

If you are a former Filipino who is a naturalized citizen of a visa-required country, you must secure a visa before traveling to the Philippines.

Non-Immigrant Visa

The Philippine Consulate issues visas to foreign nationals wishing to visit the Philippines for non-immigrant purposes such as sightseeing, sports, health, family reasons, training or study (excluding enrollment in schools for the purpose of obtaining a title or degree), religious pilgrimage, business, cultural and scientific purposes. 

Please note that the visa issued is not a guarantee that the holder will be automatically admitted to the country. The admission of foreign nationals into the Philippines is a function of the immigration authorities at the port of entry.

For crew members of a vessel arriving at a port of the Philippines from any country

Requirements for 9(C) Seaman Visa:

  1. Letter from employer or manning agency stating the vessel where the applicant will work and the Philippine port where the applicant will board the vessel. (Seamen are allowed to present a one-way plane ticket.)
  2. Notarized and duly accomplished non-immigrant visa application FA Form No. 2-A.
  3. Electronic or machine-readable passport valid for at least six (6) months beyond authorized period of stay in the Philippines.
  4. One (1) recently taken colored photo 1.77″ x 1.37″ (3.5 cm x 4.5 cm), front view, with a white background; no eyeglasses or sleeveless attire. Digital photographs are not allowed.
  5. Original supporting documents
  6. Round trip flight itinerary to country of origin or next country of destination.
  7. Payment of visa fee (See Visa Fees Section)
  8. A self-addressed pre-paid stamped envelope, preferably USPS Priority Mail, with tracking number, must be included when sending the application. Do not use Fedex. Please note of the USPS Price Change effective April 26, 2026:  Priority Mail Flat Rate Envelope: $12.90. Priority Mail Express Flat Rate Envelope: $35.90.

The Crew List Visa is issued for the entire crew of a registered vessel or aircraft landing in the Philippines. Personnel on the aircraft or vessel whose names are not included in the crew list visa or not possessing a valid individual Philippine entry visa will not be allowed to enter the Philippines.

Requirements for 9(C) Crew List Visa:

  1. Copy of Vessel Register showing vessel’s name, official number (IMO) and specification particulars;
  2. Copy of the passport of the Vessel Master / Captain who will be commanding the vessel when it enters the Philippines. The passport must be valid for at least 6 months from the date of departure from the Philippines. The copy must be printed.
  3. Copy of the Seaman’s Record Book of the Vessel Master / Captain who will be commanding the vessel when it enters the Philippines. The copy of the Seaman’s Record Book / maritime credentials record must show the page with the latest log entry. The copy must be printed.
  4. Copy of the Crew members’ national passport valid for at least six (6) months beyond intended stay in the Philippines or completion of trip; 
  5. Signed letter from the vessel owner, naming the Vessel Master / Captain, identifying the authorized ship agent, requesting multiple entry crew list visa for the vessel’s foreign crew members. The letter must be supported with attachments showing relevant information on the vessel’s multiple port calls.
  6. Three (3) printed copies of the accomplished and notarized Crew List Visa application form (refer to instructions below on how to fill up the application form). The digital file of the accomplished application must be emailed to the Consulate visa section at [email protected].
  7. Accomplished Supplemental Form for Crew List Visa, downloadable from this Consulate’s website.
  8. Payment of Visa Fee, according to the schedule of fee (non-refundable), payable in cash or money order made payable to the “Philippine Consulate General, San Francisco.” Personal checks and debit/credit cards are not accepted.
  9. Instructions on how to fill up the Crew List Visa application form

The Crew List Visa application is downloadable from the Consulate’s website. The application form is a digital MS-EXCEL file which has 2 tabs, i.e.

(a) the Details of the Vessel and the journey to the Philippines, and

(b) complete list of names and details of crew members and passengers.

Be guided by the following instructions for accomplishing the Crew List Visa form:

    1. The Crew List Visa application form must be downloaded from this Consulate’s website.
    2. The Local Agent may accomplish the Crew List Visa application.
    3. The data entries must be entered directly into the downloaded MS-EXCEL file (not written on the printed copy of the file).
    4. The passport of the Vessel Master / Captain must be used for the Crew List Visa application, even if the Vessel Master / Captain already possesses a valid Philippine visa.
    5. Three (3) copies of the completely accomplished file must be printed.
    6. The Vessel Master / Captain must review the printed copies and affix his live signature on Section F (Declaration of Captain / Master) of the 3 printed copies.
    7. The accomplished digital file of the Crew List Visa application (the actual MS-EXCEL file, not PDF) must be emailed to the Consulate’s Visa Section ([email protected]), titled “CREW VISA APPLICATION”.
    8. The Local Agent must bring the 3 printed copies of the accomplished form to the Philippine Consulate General and sign Section G (Attestation of Agent) on the 3 printed applications in front of the consular official receiving the application. The Local Agent pays the required visa fee to the Consulate cashier.
    9. The Local Agent collects the visaed Crew List, which is given to the Vessel Master / Captain for presentation to the Philippine immigration authorities upon arrival in the Philippines.

  1. For accredited officers of a foreign government recognized by the Philippines, who is a citizen of the country whose government he/she represents, and who is proceeding to the Philippines on official business for his/her government; and for officials of international non-governmental organizations.

    9(e) visas are divided into three types:

    • 9(e-1) – for persons enjoying diplomatic immunities and privileges, including their immediate family members
    • 9(e-2) – for other FGOs who will go to the Philippines in connection with official business for his government; official students or participants in programs under the auspices of the Philippine Government or recognized international organizations, including their immediate family members
    • 9(e-3) – for members of the household to whom 9(e-1) and 9(e-2) visas have been granted

    Requirements:

    1. Accomplished non-immigrant visa application FA Form No. 2-A.
    2. Passport valid for at least six (6) months beyond authorized period of stay in the Philippines.
    3. One (1) recently taken colored photo 1.77″ × 1.37″ (3.5 × 4.5 cm), front view, with a white background; no eyeglasses or sleeveless attire. Digital photographs are not allowed.
    4. Note Verbal or letter from the mission / international organization.
    5. For Spouse/Child of an FGO: submit legal proof of relationship to principal, i.e. marriage certificate, birth certificate
    6. For Household member: submit photocopy of Principal’s data page and visa stamp
    7. Visa Fee: Gratis
    8.     In some cases, prior authorization from the Department of Foreign Affairs in Manila is required before the visa is issued.

  • Passport/Travel Document Valid for at least six (6) months beyond the intended period of stay in the Philippines;

  • Medical Health Certificate including standard-sized chest X-Ray;
  • Prior approval from DFA is required before the issuance of visa;

Minimum Requirements:
  • Passport/Travel Document Valid for at least six (6) months beyond the intended period of stay in the Philippines; and

  8. (If applicable) – US permanent resident card or dual citizenship certificate of husband or wife

  9. Petition letter from husband or wife

  10. Flight itinerary (incoming and outgoing of the Philippines)

  11. Financial proof (paystub or latest bank statement)

  12. 2pcs. 2×2 photo with white background (recently taken)

  13. $150.00 visa fee (you can pay in form of cash, money order, or cashier’s check)

  14. Self-addressed stamped envelope (do NOT use Fedex)

The Special Resident Retiree’s Visa (SRRV) is a special non-immigrant visa for foreign nationals who would like to make the Philippines their second home or investment destination. The Philippine Retirement Authority (PRA) offers different SRRV options depending on the background and needs of the retiree applicant.

Please directly coordinate with the Philippine Retirement Authority (PRA).

Benefits:

Non-Quota Immigrant Visa

A non-quota immigrant visa may be granted to the spouse and unmarried children under 21 years of age of Philippine citizens (13A) and to former Filipinos who have already acquired foreign citizenships including their spouse and unmarried minor children (13G). 

13A and 13 G visa holders are eligible to apply for duty-free shipment to the Philippines. Processing time for 13A and G visas is two (2) weeks after complete submission of requirements

13(A) Visa

If you are a spouse or a child (under 21 years old) of a Filipino national or dual citizen of the Philippines and US:

Requirements:

Original passport (valid for at least one year) and one photocopy of the data page.

One original and one photocopy, completed, typed or printed in black or blue ink, and notarized.

Four identical 2″ x 2″ color photos, taken within six months

One (1) original and one (1) photocopy:
a. Philippine Passport of your Filipino spouse and Birth Certificate of your spouse issued by the Philippines Statistics Authority;
b. Marriage Certificate issued by the Philippines Statistics Authority or Report of Marriage issued by the Philippine Embassy/Consulate (if married outside the Philippines).
c. US green card or dual citizenship certificate

Notarized letter from your Filipino spouse stating your intention to permanently reside in the Philippines.

Completed by a licensed physician, including contact details, and no older than six months. Must include laboratory reports for stool, urinalysis, blood tests (HIV, drugs, UTI), and chest X-ray (negative, standard size, on CD).

Original and photocopy of a Certificate of No Police Record from your place of residence.

One original and one photocopy of documents like real property, investments, bank certification, pension, or a notarized Affidavit of Support from a relative in the Philippines.

Self-addressed, stamped envelope with a tracking number (use USPS Priority Mail; do not use metered stamps, P.O. Box, or FedEx).

USD 150, non-refundable, payable via money order to “Embassy of the Philippines.” No cash or personal checks.

Copy of COVID-19 vaccination record, such as the CDC card or state-issued vaccine records.
